When I had my pw50 it had training wheels it’s a bar with 2 wheels on it that use a U clamp and hooks to the frame I think you can make them or you should be able to buy them some where to

In all seriousness though just have lots of patients and fun eventually after a week or so of consistent training in the backyard or in an open field he’ll get the hang of it

Try and teach him the on and off on the throttle method thats how I taught my 3 yo nephew, I believe thats the best way to teach them
Best way I think Is ride him on the bike with you and let him control with your help until he learns and it can also help him learn his balance. I’ve had my boy on the bike with me since 15 months old
